That you have to write code to comply with the regulation does not meaningfully affect the First Amendment analysis for precisely the reason the post you're replying to explains. Every law that requires corporations to do things requires people to say things to other people to accomplish the compliance with that law. That doesn't created a compelled speech issue with all such laws.

That's right. And so the First Amendment doesn't protect it to the extent the government is trying to regulate its functions and not substantially burden expression.
I'm very close to a First Amendment absolutist and so I have argued that the First Amendment doesn't protect things even when they're important to me and I wish it did.
Freedom of speech is extremely important and the mistaken belief that it protects everything is just as damaging to that freedom as the mistaken belief that it protects nothing. Almost everything people do communicates ideas to other people to at least some extent and so is speech to at least some extent.

Minneapolis Star Tribune v. Commissioner involved a tax that was argued to substantially burden the exchange of ideas between people. The purpose of the tax was specifically to regulate newspapers in their expressive activities.
Compare this to a regulation that prohibits the use of specific inks because of their toxicity but still allows newspapers to use other inks that are less toxic. The relationship between the object of the regulation and the exchange of ideas between people is very different. The affect of the regulation on the exchange of ideas between people is different as well.
Compelling 3D printer manufacturers to include code that prevents using the printer to accomplish specific functional results sits closer to the toxic ink regulation that than a tax intended to make speech expensive.
