One of the key ways you stop low-profit crime is to make it more expensive. If mail cost $1, it would stop a lot more junk mail than valuable mail. One of the reasons we see so much email spam is because it is so cheap. This is actually a good tool because it is less likely to stop valuable speech and more likely to stop worthless and annoying speech.
