Russia Warns: Japan Could Go Nuclear Within Just One Year
Russia has claimed that Japan could develop and possess a nuclear weapon within roughly a year, adding fuel to growing tensions over Japan’s security policy and the rapidly changing strategic balance in East Asia. The warning comes amid increasingly open discussion in Japan about nuclear deterrence.
Japan does not currently possess nuclear weapons and continues to uphold its three non-nuclear principles. However, its advanced technological and industrial capabilities mean that a decision to pursue nuclear weapons could have major consequences for the region, potentially triggering a broader arms race involving China, North Korea and South Korea

OpenAI Jalapeño is truly the first AI silicon developed by GPT-Astra and other OpenAI internal models.
I believe they heavily used reinforcement learning on internal models like GPT-Astra to achieve these SOTA results. Here is what I think they did:
1. RL an internal GPT to help them write the RTL. This helped them tape out fast.
2. RL GPT-Astra on their ISA / assembly format and write all the kernels in pure assembly.
3. RL on top of the ISA RLed GPT-Astra to write megakernels for Jalapeño. Continue to hill climb with RL over time.
Astra + Codex also wrote the entire cycle accurate chip simulator enabling all these hill climbs to run on CPU without any Jalapeño chip.
This is honestly what I have been expecting. RSI is already here for AI silicon development. I would not be shocked if 99% of source code for Jalapeño was AI generated.

Samsung, SK Hynix to Increase Share of 8-High HBM4 Shipments, Signaling Changes in Nvidia’s Supply Chain (Zdnet Korea)
Samsung Electronics and SK hynix are expected to increase the share of 8-high products in their shipments of sixth-generation high-bandwidth memory (HBM4) to Nvidia. The main driver is Nvidia’s procurement strategy of securing a broader range of HBM options to address thermal-management concerns and improve supply-chain stability. The next-generation HBM4E product is also increasingly likely to be centered on 8-high configurations.
According to industry sources on the 26th, Samsung Electronics and SK hynix plan to increase their supply of 8-high HBM4 products to Nvidia in the second half of this year.
The two companies had previously been supplying 12-high HBM4 products for Nvidia’s next-generation Vera Rubin series of AI accelerators. HBM is a type of memory in which multiple DRAM dies are vertically stacked, meaning that a 12-high product contains 12 stacked DRAM dies. Samsung Electronics is expected to begin full-scale mass-production shipments in the first quarter of this year, followed by SK hynix in the second quarter.
Recently, however, Nvidia’s approach to its HBM supply chain has begun to change. Based on accounts from sources inside and around Samsung Electronics and SK hynix, the two companies plan to gradually increase the share of 8-high products, rather than 12-high products, in their HBM4 shipments to Nvidia during the second half of the year.
“Nvidia recently asked suppliers to change the primary HBM4 product configuration from 12-high to 8-high,” said a memory semiconductor industry source. “My understanding is that supply plans for the second half of the year were revised accordingly.”
Another source said, “There had already been some demand for 8-high HBM4, but demand for the product increased for the second half of the year, which also affected orders for related materials and components. It is still too early to determine the exact mix, but the trend toward a higher share of 8-high products in HBM4 shipments to Nvidia will become increasingly clear.”
The industry believes that a combination of factors may be behind the change. From a performance perspective, thermal issues have emerged as a concern. HBM4 doubles the number of input/output channels—the pathways used for data transmission—to 2,048 compared with the previous generation, substantially increasing heat generation not only at the individual chip level but also across entire server-rack systems.
Supply-chain considerations are also believed to have played a role. HBM is currently in extremely tight supply because of aggressive AI-infrastructure investment by global Big Tech companies. At the same time, the improved performance and density of HBM4 make it more difficult to achieve high yields. While yields for the core DRAM dies used in HBM can be improved relatively quickly, yields decline significantly during the processes of stacking 12 dies, bonding them and packaging the finished product.
Nvidia is therefore believed to be seeking greater procurement volumes of 8-high products alongside its existing 12-high HBM4 supply, giving it a wider range of memory-capacity options for future AI accelerators.
“Nvidia is placing the highest priority on thermal management when designing its latest AI platforms,” said a semiconductor industry source. “This is not so much about downgrading individual chip specifications as it is about finding the optimal system-level configuration, so it is unlikely to cause a major change in overall market demand.”
HBM4E, the successor to HBM4, is also increasingly likely to be shipped primarily in 8-high rather than 12-high configurations. HBM4E is expected to be used in Nvidia’s next-generation Rubin Ultra AI accelerator.
“Although 12-high and 16-high HBM4E samples are also being discussed, based on the current discussions with customers, the HBM4E products supplied next year are likely to be predominantly 8-high,” said a senior memory semiconductor industry source. “However, uncertainty remains high across the industry because issues such as whether Rubin Ultra will use HBM4E or HBM4 have yet to be resolved.”

Correlated Pairs: How AMMs Win the Biggest Markets
Written by @haydenzadams, Founder of @Uniswap.
I’ve spent 9 years working on the frontier of DeFi. It’s a fascinating surface area with infinite depth and the capability to transform capital markets. I’ve always believed in the massive potential of the AMM, but for the past decade, one big question nagged at me. Can this new market structure really become the core engine for all financial markets? It’s taken years of evolution and growth, but there’s an increasingly clear path to AMM global dominance forming. The best way to explain it starts in 1976. Tokenization changes who makes markets The index fund turns 50 this month. When Jack Bogle launched it in 1976, he hoped to raise $150 million. He collected $11.3 million. Rivals called it "Bogle's folly" and printed posters calling index funds un-American. A fund that made no decisions, they argued, could never beat professionals paid to make them. Today the majority of American fund assets sit in passive vehicles. I've been thinking about this lately, because tokenization’s folly moment is ending. The SEC has approved Nasdaq and NYSE to trade tokenized shares. DTCC, which settles nearly every security in America, ran a live trial of tokenized trading in July. Nearly all this activity is described the same way: tokenization as an infrastructure upgrade. Same markets, faster, cheaper, always on. This is all true, but I think the upgrade framing buries the bigger story. Tokenization makes markets programmable: changing what markets exist, who makes them, and what those markets trade against. In 2018 I built Uniswap, a protocol that automates market making. Anyone can deposit two assets into a shared pool and earn a fee on every trade, while prices adjust along a curve as people buy and sell. Uniswap has run autonomously since the day it launched, settled more than $4.6 trillion in volume, and helped push decentralized exchanges from under 1% of centralized spot volume to over 20%. As AMMs like Uniswap have grown, their liquidity has organized into a pattern most of finance hasn’t noticed yet: correlated pairs. The easiest wins To win at everything, you have to start by winning something. AMMs found product-market fit in the long tail, where most assets couldn't get a professional market maker's attention at all. On Uniswap, anyone could create a market in one transaction, with issuers and early supporters as the first LPs. Stable pairs came next. On a pair like USDC/USDT, a good passive strategy gets close enough to optimal that a lower cost of capital more than covers the gap. This is why professional trading firms don’t bother market making these stable swaps today. They’re being undercut by passive AMMs. Big margins, no competition Traditional financial markets fully belong to market-making firms. They bundle capital, trading strategy, execution technology, settlement, and distribution into one vertically integrated business. The architecture evolved for good reasons. Assets lived in separate systems, settlement was slow, and someone had to perform every function, so one firm performed them all. With enough scale, all those fixed costs pay for themselves. Citadel Securities handles roughly 25% of American equity volume and produced a record $12.2 billion in net trading revenue last year on roughly $21 billion of trading capital. Most people read those numbers as proof the system works. I read them as entrenchment. Breaking the bundle Blockchains create competition at each layer, breaking the bundle apart. Execution happens through code. Custody and settlement are shared services anyone can plug into. What once required proprietary infrastructure is now open source software. With AMMs, capital is the scarce input and the edge belongs to whoever holds inventory most cheaply. A trading firm needs high returns to justify its overhead, so an LP willing to accept less undercuts it. Most market makers hedge away all price exposure, and hedging costs money, so an investor who already holds the assets takes that exposure for free. And asset issuers have a negative cost of capital, since asset issuers typically have to pay professional market makers to market make on their new assets. Put simply, DeFi and AMMs lower the barrier to making markets, opening the space up to many new participants. Their edge can come from many different sources such as a lower cost of capital, desiring the inventory exposure professional firms would typically hedge, or even being the issuer themselves. But everything rests on one question: can automated strategies perform well enough for this to hold? Liquidity follows correlation Recently, I was on a call with one of the largest institutions in finance. They asked me what base pairs were most common in DeFi. I explained that Ethereum-based assets tend to trade against ETH, Solana assets against SOL, and stablecoins pair against each other, with a small number of highly liquid pairs bridging between these clusters.
No one designed that. It emerged organically, in part because LPs do best when the assets they hold move together. Correlation means less inventory risk for liquidity providers, deepening liquidity. As assets tokenize, the biggest markets in the world will reorganize the same way. They can't today. Traditional markets settle overwhelmingly in dollars out of necessity. Assets live in siloed systems, and fiat rails like SWIFT and Fedwire are the glue that holds everything together. But blockchains are a far more expressive glue. Tokenize the assets, and they share a settlement layer, so any asset can trade directly against any other. NVDA/USD can become NVDA/SPY, with SPY/USD as the bridge back to dollars. Oil companies can trade against an oil ETF or tokenized oil. Private credit can trade against tokenized Treasury funds. Tokenization also enables markets that span different types of assets, which is extremely difficult, if not infeasible, with TradFi infrastructure. Delta neutrality is inefficiency Traditional market-making firms generally try to be “delta neutral,” which is fancy traderspeak for denominating in dollars and wanting to minimize any non-dollar risk. When making a volatile asset they'll pay money to reduce their non-dollar risk (aka hedging), usually through options. This is one of the higher cost aspects of traditional market making. Pairing assets into lower volatility “correlated pairs” connected by a few higher volatility “bridge pairs” brings numerous efficiency unlocks, but the most important one is that market making is cheaper and more efficient if the people market making on the assets actually want to hold the underlying assets. And the more correlated a pair, the smaller any gap between today’s passive AMM strategies and the most sophisticated active strategies, making it easier to “undercut” them with this lower inventory cost. To make it concrete, if you're long NVIDIA, you’re probably also long SPY, and the gap in efficiency between passive AMMs and active strategies is much lower for NVIDIA/SPY than for NVIDA/USD. Connected liquidity If stocks trade against SPY instead, every trade that starts or ends in dollars routes through the same pair: SPY/USD. These bridge pairs still require sophistication. However, there are much fewer of them, and they carry so much flow that professional attention is worth it. DeFi already runs this way. ETH/USDC is one of the deepest markets onchain because every cluster routes through it. Passive LPs supply the correlated pairs, while active LPs compete over the bridge pairs. Investors can still buy and sell everything in dollars, since routing across pools is automatic. And liquidity will concentrate where risk is lowest, not where legacy plumbing requires it to sit. That pushes the deepest markets into correlated pairs, the ground where AMMs are already strongest. Correlated RWA pairs already exist Correlated onchain liquidity began with crypto native assets. But the first correlated markets for tokenized equities exist today: ten tokenized stocks trading against SPY, in Uniswap pools on Robinhood Chain. In their first twelve days, these pools did $33 million in volume from more than 11,000 traders, much of that while US markets were closed. Some trades went straight from one stock to another, never touching dollars.
It’s worth mentioning we’ve also started seeing memecoins paired against “correlated” stocks: Elon memes paired against Tesla stock, hotdog memes against Costco stock. Unclear how correlated these will actually be in terms of price, but I guess “vibes” is another type of correlation. AMMs will win Correlated pairs are just one part of the puzzle. The other part is AMM design. Uniswap v4 hooks enable full market customizations that can significantly improve LP returns. Our DualPool hook, for example, puts a pool's idle liquidity to work earning lending yield between swaps. Despite ~$4.6T in volume on Uniswap, I believe AMMs are still in their infancy. There are many promising paths that will improve their competitiveness, being built by Uniswap Labs, our partners, and the ecosystem. A lot more here coming soon. The case against index funds in 1976 was that a fund making no decisions could never beat professionals paid to make them. Fifty years later, the fund that makes no decisions beats about 90% of the professionals. More importantly, index funds democratized investing and improved the lives of everyday people. I believe passive liquidity will win with a similar playbook, and have an even greater impact, by dramatically lowering barriers to creating and participating in markets.

According to DigiTimes, YMTC and CXMT are seeking to increase the share of their memory supply shipped outside China.
As part of this strategy, YMTC is reportedly selling NAND chips to independent third-party module makers, which then assemble them into finished enterprise solid-state drives (SSDs) for customers such as U.S. neocloud providers. This indirect route is intended to avoid sensitivities surrounding the products’ country of origin.
YMTC’s new Phase 3 fab was originally scheduled to begin mass production in the second quarter of 2027, but the start of operations is now expected to be brought forward to the fourth quarter of 2026. The fab will have a total production capacity of 100,000 wafers per month and is expected to initially operate at around 50,000 wafers per month. Notably, YMTC plans to allocate 20% of the fab’s capacity to LPDDR trial production, making it the company’s first DRAM manufacturing base.
Supply-chain sources said that amid the continued global memory shortage, China’s two major memory manufacturers have been tasked with raising the domestic market’s self-sufficiency rate. China’s memory self-sufficiency rate could exceed 50% as early as late 2027 or sometime in 2028.
As production capacity at YMTC’s Wuhan Phase 3 fab begins to ramp up meaningfully from 2027, the company is expected to continue pursuing a strategy of increasing the share of its supply shipped to overseas markets.
YMTC is not alone in making this move. With DDR5 and LPDDR5 supplies becoming increasingly tight, CXMT has reportedly begun product qualification with small and midsized cloud service providers in markets including the U.S. and Canada. The company appears to be seeking to secure customers early by locking in capacity commitments ahead of time.
Industry sources said that it is currently “possible in principle” for private-sector U.S. companies to purchase products from YMTC or CXMT.
Recent reports that Apple is seeking to incorporate more production capacity from Chinese memory suppliers into its supply chain have drawn market attention. However, supply-chain industry sources believe that Apple’s influence is no longer what it once was in the AI era and that its impact on industry-wide supply and demand has declined substantially.
From the perspective of Chinese suppliers, entering Apple’s supply chain would primarily serve as proof that the quality of their products has reached the level of major global vendors. They reportedly have no intention of supplying Apple in large volumes or competing by cutting prices.
According to industry sources, some of Apple’s procurement personnel have also recently moved to NVIDIA.
Even if Apple attempts to use CXMT’s or YMTC’s capacity to lower its procurement prices, it is unlikely to succeed in 2026. Moreover, only limited capacity reportedly remains available for allocation in 2027.

Scaling Lighter: Chasing Real Time Proving
Over the past month, average block proof time on Lighter dropped from ~5.3 minutes to ~1 minute through two independent efforts rolled out on July 23 and August 23. Put simply, Lighter can now verify blocks much faster, increasing capacity, reducing infrastructure costs, and creating more room to scale. These two efforts are: Heavy/Light decomposition — a business-logic optimization: we changed what gets proven, exploiting the fact that the overwhelming majority of exchange transactions are structurally simple. This halved proving time. Prover backend optimizations from the Eigen Labs proving contest — pure infrastructure optimizations to the Plonky2 prover: same circuits, same constraints, dramatically faster proving. We are rolling these out in batches; the first went live on August 23 and more than halved proving time again. A supporting change along the way, on August 10, batched all Schnorr signature verification into a single Plonky3 proof per block — a ~20% improvement (visible as the small middle step in the timeline below). These are completely orthogonal: Heavy/Light changes which circuit each transaction pays for, while the backend work makes the machinery that proves those circuits faster. Their speedups compound — and the rest of the contest optimizations, still being productionized, are expected to bring another ~2× on top, taking the total to roughly 10× versus mid-July.
In Chasing Microseconds, we described how Lighter's execution and API layers deliver a 55 ms end-to-end p99; this article is about what happens after: every transaction executed on Lighter — orders, liquidations, transfers, deposits, withdrawals — is asynchronously proven with a zero-knowledge proof, each proof extending the previous one into a single valid chain of state transitions. Proving throughput bounds how much sustained load the exchange can prove and settle in reasonable time, and it drives the cost of running the protocol. Heavy/Light Decomposition: Introducing State Jumps Transactions are very different in nature: a modified quote needs only a small part of the constraints, while a matching scenario needs a lot of expensive arithmetic for health checks. In a monolithic circuit, every transaction pays the worst case. Measuring the actual distribution showed activity is dominated by market makers maintaining quotes — fewer than 2% of transactions result in a trade.
So we split the transaction circuit in two: a Light circuit covering exactly what the dominant, simple transactions need (nonce and signature checks, order book updates, single-account health checks) and a Heavy circuit — the full circuit — for matching, liquidations, L1 priority operations, transfers, and everything else. Each block is proven as two independent proof chains that are recursively aggregated, together with the block's pre-execution proof, into a single block proof; nothing changed for the upper aggregation layers.
Since light transactions dominate, the average block proves at close to the light circuit's cost:
The technical hardship is that light and heavy transactions are interleaved in execution order, so each chain must jump over segments proven by the other — and a circuit that accepts an arbitrary intermediate state as its new starting point is unsound. Our state-jump protocol makes each chain fold what it proved into a coverage hash chain ("from tx i to j, I turned state root A into B") and what it skipped into a claims hash chain ("I assumed that between j and k, B became C"). At block aggregation the block circuit enforces:
Every transition one chain assumed is exactly a transition the other proved; with unique, sequential transaction indices the two chains must tile the block perfectly — no gaps, no overlaps, no substituted states. The block circuit also pins both chains to the same initial state root and takes the block's output roots from the chain containing the final transaction. The two circuits are proven fully independently at different costs while remaining exactly as sound as a single sequential circuit. Note what this optimization did not touch: the proving system, the field arithmetic, the hash functions, the prover implementation. It is purely a restructuring of which constraints each transaction pays for — driven by exchange business logic — which is why every subsequent improvement below stacks on top of it. The Lighter Prover Challenge The second effort attacked the proving stack itself. Together with @eigenlabs, we ran an open proving contest on @yukonresearch: we published a benchmark harness with a real 500-transaction Lighter block, and anyone could submit optimizations to the Plonky2 prover that made it prove faster on Apple Silicon — with a pinned, trusted verifier ensuring no submission could weaken constraints and still pass. Contestants submitted pull requests against the challenge repository, and the merged optimizations compounded into a dramatic speedup on identical circuits. Our thanks to Eigen Labs for organizing and running the contest, and to every contestant who submitted. The merged work is being reviewed and productionized in batches. The main areas of improvement are: Merkle tree and Poseidon2 hashing backend rewrite (~20% of the total time saved): cache-friendly buffer management and vectorized hashing in the prover's hottest loop. Parallel heavy/light chain recursion workers with NEON Goldilocks field arithmetic (~10%): both proof chains recurse concurrently, on hand-vectorized field ops. Polynomial arithmetic and FFT optimizations (~10%): faster batch division, twiddle-factor reuse, and higher FRI folding arity. Packed gate evaluation (~15% across many submissions): specialized constraint-evaluation kernels for the most common gates (range checks, Poseidon2, quintic extension ops) replacing the generic evaluator. Metal GPU offload: parts of Merkle hashing and FRI moved onto Apple Silicon's GPU, differentially tested against the CPU path. The first batch went live on August 23 and cut median block proof time per machine from ~133 s to ~59 s, uniform across all three Mac mini fleets — with the remaining work expected to halve it once more:
What Changed in Production Lighter's primary proving layer is a fleet of Apple Silicon Mac minis — high single-core performance, high memory bandwidth, roughly half the cost per proven transaction of cloud ARM instances — backed by an elastic cloud overflow layer. In mid-July the overflow layer fired daily, often running thousands of tasks for hours, and the proving backlog oscillated between 10k–80k transactions. Each rollout raised the same fleet's sustained capacity — to the point that it now clears comfortably more than the highest load ever observed — while overflow usage collapsed to rare short bursts and the backlog now idles in the low thousands.
For traders this shows up as withdrawal finality: withdrawals finalize when their block's proof settles to L1, so withdrawal lag blows up when load outruns the provers. That threshold has more than quadrupled since mid-July, and the quiet-period floor dropped from ~21–22 minutes to ~16–17 minutes after Heavy/Light and keeps falling with proof times. The p99 of withdrawal latency belongs to the provers, and this work was for the p99. Summary & What’s Next The remaining contest optimizations, combined with our own scheduling improvements, deliver another significant speedup. In testing, a 500-transaction block that took ~187s on the pre-contest production code now proves in under 30s. These improvements are going through the same review and rollout process.
Two orthogonal levers — proving less per transaction, and proving it faster — already compound to better than 5×, and 10× is within reach as the remaining optimizations roll out. What This Means for Traders Traders don't feel proof time; they feel how long a withdrawal takes to finalize on L1. That delay is a baseline (how long a block takes to prove and aggregate) plus a queue that forms whenever volume outruns the provers. The fleet has always been elastic, adding on-demand machines as the backlog grows, but spinning them up is not instant, so during sharp volume spikes withdrawal latency could rise above its ~21 minute floor until overflow caught up.
With the base fleet's sustained capacity now well above the highest load ever observed, spikes are absorbed without waiting for overflow at all, so the queue stays near zero and withdrawal time holds at the baseline. Faster proofs then lower that baseline too, from ~21–22 minutes to ~16–17 minutes today, with more to come. Finality is both lower and, more importantly, the same during a volatility spike as during a quiet market.
We look forward to sharing more of the technical advancements we’re making across our infrastructure. We’ll also announce the winners of the Lighter Proving Contest in the next few days.

SLB $SLB CONTRACT GIVES IT ACCESS TO VENEZUELA'S OILFIELD DATA, SOURCES SAY
The deal signed last week with state-run PDVSA covers reservoir characterization through real-time crude production, and will let SLB organize and modernize the databases using new technology including AI, three sources close to the negotiations tell Reuters. One source says the goal is to digitize and consolidate all data of the oil industry, with technology transfer and training included.
Venezuela has not published routine oil statistics in more than a decade. The last annual bulletin from the oil ministry came in 2015, leaving only limited monthly output data reported to OPEC.
PDVSA was hit by a ransomware attack late last year that knocked out applications from email to contract administration software. Staff have been communicating through free services like Telegram, facilities are operating outside a centralized system, and one source says some data needs to be rebuilt from paper copies.
Contract duration and payment mechanism remain undisclosed. Payments in kind, including crude, were discussed during negotiations. The US controls all revenue from the country's oil exports. PDVSA defaulted on billions in delayed payments to oilfield service firms including SLB after Washington imposed sanctions on the energy sector in 2019.
Venezuela's oil ministry and the US embassy in Caracas confirmed last week that an agreement was signed to modernize exploration and production. SLB did not immediately reply to a request for comment.

The Holochain Foundation is spinning up an independent venture studio. Why?
Because a vibrant Holochain ecosystem is built on successful apps. Commercial support means these apps get the resources they need.
That raises the question: how will Holochain resist enshittification?
The Foundation has a 'golden share' in Holo Ventures and can veto any misaligned project. Holo Ventures' executive director, Cameron, explains.

Nox flips it. A Virtual Machine must first prove it booted the expected operating system and application stack.
Only then does it get access to keys.

Hot Chips: @OpenAI's Jalapeño AI chip is much more impressive than I expected.
The first real benchmarks are out, and the Gen 1 inference chip beats Nvidia's GB200/GB300 Blackwell systems across GPT-OSS 120B, DeepSeek R1 670B and Kimi K2.5 1T:
• 1.5-1.9x more performance per watt
• 1.7-3.6x lower end-to-end latency
• 2.1-4.1x higher performance in highly interactive workloads
On DeepSeek R1, Jalapeño reaches 700 tok/s/user vs 169 on GB300. A 128-chip rack delivers 1.7 EFLOPS of MXFP4 compute with 27.5 TB of HBM4.
Maybe even more interesting: OpenAI used its own AI to design and program the chip. Codex + GPT-Astra brought three new models to high performance in just two months, while AI-generated kernels beat expert-written kernels by 1.5-1.8x on selected blocks.
And this is only Gen 1. Gen 2 is already deep in development, with Gen 3 taking shape.
