Ukraine said it attacked a major oil refinery in Russia’s Urals region as Kyiv’s campaign against energy infrastructure ratchets up pressure on Moscow’s oil exports and fuel production. Long-range weapons hit Lukoil PJSC’s Perm refinery overnight, Ukrainian President Volodymyr Zelenskyy said Friday in a statement on Telegram, providing no further details. The 260,000-barrel-a-day plant, located about 1,500 kilometers (930 miles) east of Moscow, was last attacked in late July. Ukraine has stepped up strikes against Russian energy assets in recent weeks, hitting refineries as well as port infrastructure on the Black Sea.
