Looking at these moves by Israel, it brings to mind how, before last year’s 12-Day War, Prime Minister Netanyahu—regardless of President Trump’s intentions—was systematically creating a series of faits accomplis to roll out the red carpet for President Trump.
And this time, if an attack on Iran were to take place, as @citrinowicz points out, it is highly likely that possible military action would be carried out by both the U.S. and Israel to serve their personal political goals, not to their countries strategical goals. I believe this would not contribute to achieving the medium- to long-term national security objectives of the U.S. and Israel. On the contrary, it could even create an even more undesirable strategic environment.
In any case, with the deployment status of US Naval assets unlikely to change significantly until around mid-November, if the US and Israel were to take action before the midterm elections, it would be limited to air assets alone and would likely remain a short-term, tactical move. The question is what kind of reactions and consequences will follow.
