Taiko now sends 100% of the L2 basefee to the block proposer, up from 75%.
Users pay exactly the same. What changes is that sponsoring someone's gas stops being a guaranteed loss, at 75% a proposer covering a user's gas only got three quarters of it back. At 100% the round trip is exact.
That removes the protocol-level obstacle to gasless onboarding on Taiko. It doesn't commit anyone to offering it.
