A per-subnet five-slot vector sets how much of each block goes to the owner (0–33%), validators (≤50%) and miners (≥33%), changeable by the owner once a week. Root TAO stakers keep their baseline payout whatever the owner picks: every change re-solves the subnet's effective TAO weight once, at set time, against a fresh baseline, so changes cannot ratchet root in either direction. Payouts are identical at upgrade; sudo_set_subnet_owner_cut is deprecated.
