The U.S. House has cleared a bill that will allow President Donald Trump to impose tariffs up to 100% on top purchasers of Russian oil, putting China and India squarely in the crosshairs.

Neither India nor China is expected to cut back on buying crude from Russia, but the tariffs could give Washington leverage in dealing with New Delhi and Beijing.
